On the Change of the Public Goods Characteristics and it's Provision

In a goods list, the position of the goods is various because of the development of excludability technology, and this reduces the change of the goods characteristics.The providers of the public goods are selected by the goods characteristics which changes the traditional theory: the government is an exclusive provider of the public goods. The theoretical foundation of the provision of the public goods is the economic developing theory. The government, non government organizations and private enterprises are able to provide public goods. In China, there are a lot of urban public goods produced by private organizations while the rural public goods, presently, should be provided by the government.
