Abstract
There is an internal relationship between the government and the providers of public goods because the original public goods theory comes from the discussion of the government's function. For most of the countries, the government provides a large number of public goods. At the same time, welfare economists have proved that public provision of public goods is able to match the optimal social welfare. So we need to analyze the meaning and the preconditions of public provision, as well as the policies to solve the inefficient problem of the public provision.
