On the Government's Environmental Responsibility and Liability——Based on the Government Responsibility for the Environmental Quality

The government plays a leading role in the environmental protection,but in many cases,the government is also the cause of environmental degradation.It is an urgent task of China's environmental legislation to improve the government's environmental duty and liability.The legislation requires the government to hold the responsibility for the environmental quality.This paper tries to explain this significance from the angles of public administration and law,holds that this provision provides the legal basis to the establishment of a totally new service administrative conception,and further defines the government's duties,obligations and rights in the filed of environmental protection.
