Some Thoughts on the Scientific Establishment of Environmental Responsibility of the Government in the Environmental Legislation

Environmental legislation demands scientific establishment of its responsibility for the government.Its guidelines are as follows: upgrade the public belief in government through expanding the primary governmental responsibility which is named the environmental duty of the government;improve the governmental implementation by strengthening its secondary environmental duty which is named environmental legal responsibility which is of the government.The Government should establish its environmental duty in accordance with the public environmental demands of general public and limit the duty within its competency.
