Discussion on Nothingness of Mining Right

The mining right is the right of own property for defining ownership of mineral resources,and the exploration right is the behavior right for enterprise' exploring mineral resources after administration license.But these two rights with different characteristics were merged into the mineral resources right usually.The merging was based on commonness of mining right and exploration right but the mining right was mistaken for exploitation right(or qualification) from administration license.This mistake disobeys the principle of the Property Law,and is unfavorable for legal process in rational utilization of mineral resources.
