PROCEDURES,CONTENTS AND METHODS FOR EVALUATING THE EFFECTIVE UTILIZATION OFAGRICULTURAL RESOURCES

The basic procedures for the effective utilization of agricultural resources consist of several aspects:1)collecting and putting in order the materials published on agricultural resources utilization;2)investigating the characteristics of agricultural resources utilization in the targetted region(s);3)establishing goals and contents of evaluation;4)selecting appropriate methods of evaluation and carrying out evaluation; and 5)discussing comparatively the results of evaluation.The basic contents of the effective utilization evaluation of agricultural resources include seven aspects:1)the background appraisal of agricultural resources;2)the biological suitable appraisal of agricultural resources;3)the social demand appraisal of agricultural resources;4)the process appraisal of agricultural resources utilization;5)the economic appraisal of agricultural resources utilization;6)the environmental impact assessment of agricultural resources utilization;and 7)the sustainable evaluation of agricultural utilization.the paper lastly identifies three essential methods for evaluating effective utilization of agriculatural resources.Index appraisal mainly deals with classification,selection,and construction of the indices and definition of integrated index.Model method focuses on efficiency of model,the order and measure building model.On the basis of definition of some important spatial concepts,the paper raises two spatial evaluation methods which are named as Type and Region,and puts forward the basic ideas on method adopted.
