Abstract
The urban and rural compulsory education in a balanced development is the top priority of compulsory education work.Resource Allocation Balanced Development of Compulsory Education is the foundation and key for The urban and rural compulsory education's balanced development.The article first analyzes the status of the urban and rural compulsory education resource in He Bei Province followed by optimal allocation of resources constraints,Finally,Urban and Rural Compulsory Education Resource Allocation Strategies to establish long-term mechanism.
