Abstract

The functional shift of government embodies the rational relation of power between society and government. Actually, this shift is the process of returning power from government to society. Focusing on the cultivation of the citizen society, the essay discusses the necessity to develop the power of the society and regulate the power of the government through the development of social autonomy.
