Abstract
The development of Wenzhou cultural industry should concentrate on the guiding industry and the key industry. The following steps can help to boost the growth of Wenzhou cultural industry: framing a concept of large-scale cultural industry; transforming the cultural administration function of the government; setting up scientific investment system of cultural industry; promoting the co-development of urban and rural cultural industry; improving the grade of cultural industry and carrying out open-up policy in the cultural industry.
