Abstract
The General Conventions of Service Trade decides that the core duty of telecom service include the admission and use of the market for the network of public telecom transfers (in fact, it refers to public fundamental telecom). It is obliged that each party should guarantee the privileged services shown in the service trade list, and, on the basis of fair and no contempt, the provider can enter and employ the network of public telecom transfers and service. China has committed a conditioned opening of national telecom markets. Therefore, China telecom service is to break monopoly, introduce competitions, carry out system innovations and reinforce the maintenance of information security.
