Abstract

Development rural manpower resource is the key to solve rural poverty.The development of rural manpower resource calls for rural educational reform.Rural economic and social development calls for rural higher educational development.It is not a dream to develop rural higher education.In addition,the paper put forward measures to develop rural higher education.It's pointed out that the development of rural higher education is the essential solution to develop rural manpower resource.
