Research on the Evaluation of the Transformation of Higher Education's Innovation Capability of Science and Technology

Based on the evaluation principle,This paper tries to construct the evaluation index system of the transformation of higher education's innovation capability of science and technology. In the index system,the first-order index mainly taken from the three aspects of input,output and environment of innovation of Science and Technology in higher education. Moreover,it is refined as 7 second-order indexes and 23 third-order indexes. By using fuzzy mathematics comprehensive evaluation method,try to construct a measuring model for the transformation of scientific and technological innovation,and strive for carrying out quantitative analysis to the innovation Capacity of Science and Technology in higher education.
