The Potential Damage Offense against Environmental Protection should not be Stipulated as Crime in China’s Criminal Legislation

Although environmental crimes do greater and grater harm to the whole society, it's yet unnecessary to stipulate the potential damage offense against environmental protection as crime. The criminal penalty should be carefully applied so as not to extend it coverage just out of our wishes. As to environmental protection, civil and administrative measures can play an more effective role than criminal penalties.
