On Building a Well-off Society in an All-round Way in Rural Area of China

China has attained the objectives of the first two steps of the three-step strategy for China's modernization drive, and by and large, the people have become well-off. The report of the 16th National Congress of the Communist Party of China (CPC) outlined the main tasks for China's economic development and reform in the first two decades of this century. By the year 2020, China will become a “well-off society” in an all-around way when the country's GDP is quadrupled from that of 2000, and its overall national strength and international competitiveness will increase markedly. However, how to optimize dual economies structure, and how to solve the problems facing agriculture, rural areas and farmers and consolidate the position of agriculture as the foundation of the national economy are key to the third step of the three-step strategy for China's modernization drive. We must press ahead to change rural areas' mode of production thoroughly, speed up urbanization, and create a favorable environment for the orderly and rational flow of rural labor.
