Abstract
Through analyzing the case of 'ashtray in ChongQing', this article proposes some solutions for the controversies when applying Liability for tort regulations to the cases with unknown inflicter,also makes some fundamental discussion about solving the Liability for tort cases with unknown inflicter and its legal foundations.
