Abstract

Strengthening the development of social community is an objective requirement of the social development,an important measure to further reform and social development and an important assurance for the construction of a harmonious society.It is quite necessary to develop a new model of community management on the basis of scientific management theories and ideas so that the management model may be shifted from the administrative management system to the law-based self-management of communities.
