On the Concept of Public Property,Properties of Right and Appliance

Public means,to safeguard and achieve the purpose of the public interest,dominated or controlled by the administrative body.It involves two levels of meaning: first,the purpose of public is set to meet the public interest;second,public is dominated or controlled by the administrative body.Public includes offical use of public and public use of public property.The owership of public still belongs to the civil law on lwership.But it should be restricted by the purpose of the public interest.China's property rights should be introducted of the concept of public property,do divide the national ownership of the object scientifically.
