Abstract

This article analyses two features of resources and environment: economic and ecological,then interprets the disadvantages that allocates resources by the public law,and the possibilities that protects environment by the private law.Finally,the author wants to establish the transaction of property right system in order to change the present situation of the resources and environment. In a word,the ultimate aim is the sustainable development of economy will be realized.
