In report to CPC's 17th national congress, ecological civilization is put forward in a profound theoretical and practical background and now has become a focused topic. It refers to the value conception and behavior criterion for human to realize overall, coordinate and sustainable development between human and nature, human and human, human and society by following the objective rule of harmonious coexistence of human, nature and society. The ecological civilization is a new form of human civilization after primitive, agricultural, and industrial civilization, and it will have positive impact on the development of the whole society.
