Abstract
International trade in services develops at a speed that is higher than that of trade in goods and becomes important motor for economic development since the 1980s. The structure of international trade in services changes a lot as well. How to make use of the fast development of trade in services and international transfer of service industry is put on the agenda. Pay more attention to the accumulation of human capital and accelerate the liberalization of trade in services step by step are two important measures to achieve this end.
