Abstract
The most striking feature of traditional social security management and service mode is that it is carried out with an administrative force by individual units. The reform to be performed is to change it into a social deed independent of the governmental system and the system of enterprises. This is the need of enterprise reform and that of the transformation of governmental functions. There are also some problems to be solved before a perfect system of socialized management and service is established.
