Abstract
It is an important principle to run higher educational institutions by different levels in our country. There were very different social facts and policy orientation between 1980s and 1990. As a kind of policy prospect, the key to running school by level is how to stratify the different universities. Now there are still lots of negative influencing factors. We should put the universities into the same competitive environment and let the universities form their own features in it.
