Research on emergency planning for industrial enterprises

The paper discusses some issues on emergency planning for industrial enterprises , including the key contents and structure of emergency plan . In order to ensure the emergency plan more practicable , it should at least include following contents: major hazard analysis, organizations and responsibilities, command system, resources, and action plan. Among them, the action plans should include notification, warning and public information, accident zone determination and guard, inspection and assessment , first aid and medical treatment, responders' safety, evacuation, fire and disposal, outside aid, recovery. Based on the emergency function analysis and integrated emergency planning method, the paper divides a emergency plan into three parts, the first is the basic plan, which can be applicable for all types of emergency, the second is special response measures to a specific site or type of accident, and the last is supporting annex, mainly including contact list , plant ichnography plan, etc. and presents a sample structure of emergency plan. The concept of emergency planning shows very convenient for the combination of general response measures with specific response measures, and makes emergency plan more compact and clear. The last part of the article discusses the issues of emergency notification and warning, submission of emergency plan to local government.
