Abstract
The industrial upgrading is driving force for sustainable economic development and an important content of transition in economic development model.By measuring Chinese industrial upgrading,this article affirms that Chinese industrial structure adjustment is best varied in 1990s and gradually becomes sluggish in the 21st century.The second and the third industry's industrial structure upgrading come.The major strategy of industrial upgrading should include:strengthening self innovative ability,accelerating service industries,promoting industrial regional planning,and controlling high-consuming energy industries' development.
