Abstract

Since the starting of reform, China's industrial structure has experienced from unbalance to balance and then back to unbalance. In the late 1990s, the industrial structure even degenerated. The reasons for the unbalanced industrial structure are multi-aspects, and it is characterized by the transitional economy. At the present time, deepening the reform is the basic choice for solving the problems, but to deal with the relationship between administration and the enterprises is the urgent task.
