Abstract
The concept of modern economy is the core of the quantified law system for the state-owned capital management involving investment,operation,supervision and other areas of the state-owned capital.The paper emphasizes the importance of strengthening the factors of quantitative assessment and system constraints while integrating them organically to built up a set of state-owned capital operation management system.It is vital to speed up the construction and implementation concerned for the dual objectives of state-owned capital management.In terms of the basic Characteristics,necessity,feasibility,quantitative models,supporting conditions,It puts forward such suggestions as expanding the scope of the Tender Law,selecting the market people,realizing the optimum combination of capabilities and human capacity in the state-owned capital operation,etc.
