Abstract
This paper points out that growth of shipping and port industry which reflects the stage of formation and elevation of the international shipping center function is not ordinary.Drawing lessons from the industry life cycle theory,the shipping and port industry growth is divided into stages of low,intermediate,advanced,and post-advanced.The shipping and port industry also experienced the corresponding four function transformations,embryonic stage,the first generation,the second generation,and the third generation of international shipping center.While the sound function and improving the competitiveness of the international shipping center must rely on the upgrade of the shipping and port industry growth stages.
