Study on General Design for the Construction of Innovative Provinces in the Time of Twelfth Five-Year Plan——A Case Study of Jiangsu Provinces

The construction of innovation provinces is a practical and future-oriented decision made by Jiangsu provincial party committee and provincial government in order to implement the CPC Central Committee's deployment about the innovative country construction.The development of Jiangsu provinces will be affected by resources shortage and environmental pollution more and more in the time of Twelfth Five-Year Plan,the pattern of economic development that depends mainly on material consumption,element investment and low-cost is hard to continue.If Jiangsu wants to gain initiative in the new competition and realize the fundamental restructuring of economic development pattern as soon as possible,it must implement innovative-driven strategy vigorously,accelerate the contribution of technology to economy significantly.Nowadays,facing the opportunities and challenges of economic globalization and revolution in science and technology,facing the complex international situations,the task of constructing Jiangsu innovative provinces is also exceptionally arduous.This article estimates the main innovation indicators of Jiangsu provinces,schemes the design of Jiangsu's independent innovation development and puts forward corresponding policy.It has great significance for taking the lead in completing the strategy of innovative provinces.
