Development of Jiangsu's Manufacturing Industry under the Public Policy's Visual Threshold

Jiangsu province issued the Outline of the Overall Planning for the Construction of Jiangsu International Manufacturing Industry Base ,which described the blueprint of building Jiangsu into an influential manufacturing base in the global labor division system and also showed that the provincial CPC Committee,the provincial government and all the people in Jiangsu have become aware of the active role played by manufacturing industry in promoting the economic development and people's life in Jiangsu.How to define and tackle the public problems occurred during the development and update of manufacturing industry,and to exert social control and coordinate the interests between individuals and manufacturers and between manufacturers and governments are the main subjects of this paper.
