Abstract

The warlords separated China into more small regions from late Tang dynasty to five dynasties.In 960AD,Song dynasty unified the whole country.In order to avoid the warlords separating the country again,emperors of Song dynasty set multiple administrations in higher regions.For the same purpose,Ming dynasty set three higher executives in each province.The administrative system of Song and Ming dynasties was effective in controlling local governments.Haweuer,local governments had no efficiency in solving complex local affairs.
