Problems and legal countermeasures of the management of forest resources after the collective forest right system reform——Taking Hainan Province as an example

The collective forest right system reform in Hainan province is related to the economic development and the construction of international tourism island. It is of great significance to promote the development of modern forestry and the construction of ecological civilization. According to the problems of the weak of ecological concept,the lagging of forest resources management,the unreasonable of cutting system,the inflexibility of non- commercial forest management mechanism and the imperfect of forest right circulation in forest resources management after the collective forest right system reform in Hainan province,the several suggestions which were enhancing ecological protection consciousness,perfecting protection system of forest resources,improving forest cutting system,perfecting the forest management mechanism and regulating the collective forest right circulation uere pointed out.
