STUDY ON THE URBAN DEVELOPMENT AND PLANNING IN CHINA BASED ON NEW URBAN POVERTY

There has been a rapid transition of both social structu res and economi cal systems in China in 1990s, and consequently there occurred increasing divisi on of urban ranks or societies, and the emergence and deterioration of new urban poverty, which has become a distinctive social and economic problem in the new stage of China. this paper analyses the basic characters of new urban poverty in China, and discusses its influence on urban development. The author indicates t hat new urban poverty has brought a tremendous impact upon urban administration, and economy, society, space development in China, and points out social equity is one of the main problem to influence urban sustainable development. Confronte d with the problem of new urban poverty, it is the most important to give attent ion to efficiency and equity on the process of urban development. Increasing emp loyment opportunities should be the vital security to healthy urban development, and a basic measure to resolve the problem of new urban poverty. Based on this research, the author points out that urban planning must pay more attention to social development, consider the optimization of urban economic-social-environ me ntal system and urban sustainable development as the ultimate purpose, and insis t on placing the urban long-term and public benefit on the chief position. Then , it is necessary to reconsider the instruction ideas, methods, and the contents of urban planning, and to maintain the principle in urban planning such as publi c participation, the importance of the structures of urban society, economy and culture, and adjustment to space disposition of there elements. Moreover, it is vital to stress effective supervision on the whole process of fulfillment of urb an planning.
