Abstract
Currently, series of severe social problems emerge in our country, one very important cause of which is that the wrong, unreasonable behavior have not been effectively and timely prohibited; the right, reasonable behaviors have not been affirmed and encouraged, which result in universal negativeincentive effect. The reasons of the anomy of the incentive mechanism are various. In order to rectify the incentive mechanism, one main measure is to construct a system of behavior to be naturalized as citizen. It involoves two aspects of selfdiscipline and outside obligation.
