Equity and Efficiency of Compulsory Education:A Mechanism Based on Education Voucher

The essential characteristic of compulsory education needs intrinsic unification of educational equity and efficiency.Aimed at the problems of equity and efficiency in the compulsory education in China,this paper builds the configuration mechanism of compulsory education resource based on the thought of education vouchers.It realizes the relative equity between students and relative equity between schools in compulsory education by introducing the education vouchers with discount ratio on the students and with exchange ratio on the part of school for the first time,and it can improve the education efficiency of compulsory education by strengthening sound competition between different schools.
