Study on the Water Right and Water Market Construction of the Yellow River

Based on the establishment and management experiences of market in some foreign countries,this paper analyzed the conditions,principle and feasibility of establishing market of the Yellow River and put forward a framework of three-level market in the Yellow River: basin level market,provincial-level market and user level market.To ensure the sustainable development of the Yellow River market,it is suggested to clear the right in the Yellow River,allocate the initial right rationally;guarantee agricultural use effectively and safeguard the farmers’ right interests;improve the engineering facilities,establish the marke base of trading;set up and perfect the law system,regulate the market and trading behaviors;build water bank in the Yellow River basin and upgrade the operation class of the market.
