Abstract

Upon the enforcement of the law of compulsory eduction and increased governmental financial budgets for compulsory education,China sees the end of history of the paid basic education.Despite all this,there are still imbalances in urban and rural education.This paper,therefore,discusses the public finiancial system as a fundamental service for the equality of compulsory education.
