Abstract
Public interest is the only gauge for legal land requisition;therefore,entity law clearly defines the scope of public interests.It is of utmost importance in reforming and improving China's land requisition system by establishing open and transparent procedures of land requisition,and defining clearly bounds between the land of public interests and lands of non-public interests,and setting up the land market of non-public interests.
