Abstract
The emergence of environmental tort enforced the development of traditional imputation principles, and countries progressively took liability without fault as environmental tort imputation principle. But because the variety, peculiarity and complexity of environmental tort, principle of liability without fault can not adapt to changeful types of environmental tort completely, therefore, in order to meet the needs of real life, we should set up a new imputation system which mainly relies on liability without fault, and complemented by fair responsibility, liabilities ascertaining and fault liability.
