Abstract
With the development of the industrial economy,the problem of environmental pollution becomes more and more serious.Environmental pollution and severe damage of natural resources occur from time to time.Compared with other kinds of torts,environmental tort has inequality of subjects and is non-fungible,which makes the principle of the imputation different from others.Environmental tort action should be applied to non-fault liability from the point of view of civil law and economics theory of externality.
