Proposals on Policies of Realizing the Urban and Rural Harmonious Development by Improving the Layout in Qingdao

The essence of promoting regional urban and rural harmonious development mainly lies in exerting the demonstration role of regional major cities,and driving the integration of the urban and rural resources maximally in order to realize the goal of urbanization.Urbanization mainly has four features,such as the urbanization of population,the optimization of industrial structure,the urbanization of living space and the urbanization of the concept and lifestyle.Therefore,the city administrators need to aim at the development goals of urban-rural integration and promote the urban and rural harmonious development in the layout of macroscopic strategic planning.As a breakthrough for adjusting the layout,Qingdao should do the work from the six aspects,that is,accelerate urban-rural spatial distribution integration,construct new rural communities,improve the urban functions,speed up urban-rural industrial upgrades,coordinate urban-rural infrastructures,and actively promote villages reconstruction inside cities.
