Community development,a way of social work is widely carried out in the whole world,yet the construction of community spiritual civilization is a basic requirement and an important manifestation of community development in its advanced stage,a new form to widely call the masses to take vigorous part in the practice of community development on the kasis of socialist market economy,and an important measure to carry out to every gross-roots organization the work of the construction of spiritual civilization and the management of society both in cities and coutrysides.
