Probe on the Connotation and Structure of the Sharing Mechanism of S&T Condition Platform——From the Angle of Interests Contradiction in Resource Sharing

Based on the study on the double properties of value of resource and the solution to their contradiction, the sharing mechanism of ST condition platform is thought as such principle and mode that are based on the flowing process, takes the allocation of right as the core, adheres to the management idea of interests equilibrium, brings the system into play and ultimately makes the resource proprietor, the user and the manager operate efficiently. The mechanism includes four parts, which are mechanism of resource inte- gration, mechanism of interests stimulation, mechanism of coordinative management and mechanism of technological support, and builds the entirety function and order by three different forms of system, which are law and regulation, policy and management rule.
