In late Qing Dynasty,a great deal of foreign technical personnel swarmed into the industrial enterprises in China.This was related to the laggard Science and traditional education at that time,to personnel bottleneck in the process of establishing the modern style business,certainly there were some other factors such as the understanding of the west,the push of the west.In a word,this was in accordance with Chinese trend in early days.
