The scientific concept of development is the guiding principle for the development of library cause.Sticking to the scientific concept of development means:establishing the people-based service concept and management concept, persisting in the all-round development, giving full play to library's functions, insisting on the coordinative development, realizing library's integral effect, holding on the sustainable development, and serving the sustainable development.
