Abstract
China is a big energy consuming country,and coal accounts for about 70% of energy consumption.Industrial concentration,production safety and level of mechanization determine the level of industrial development.The problems of the sustainable development in Heilongjiang coal industry have been proposed.Through the analysis of the present situation and Heilongjiang,s regulatory policy to the coal industry in the period of Eleventh Five-Year ,the paper gives the idea of horizontal and vertical regulation in the period ofTwelfth Five-Year.
