Abstract

Since the 1980s, with the rapid development of economic globalization, political democratization and the revolution of information technology, almost all countries are engaged in reinventing government and giving impetus to governance transition. In the global field of vision, coming are such local governance changes as pushing local self-government, enlarging decentralization, building the cooperative mechanism on intergovernmental relations and carrying out polycentric governance.
