Abstract
The paper analyzed the functional requirement in emergency management of large-scale natural di- sasters, freeze and earthquake likely, in accordance with the problem and disadvantage in disaster relief 2008. Integrated with the importance of 3S technology in emergency management and national conditions, it proposed a 3S-based frame about emergency management system of natural disasters, which can be helpful for disaster mitigation and relief.
