Study on How to Utilize the Land Which is Used in Development Projects in Both Urban and Rural Areas under the Background of Balancing Urban and Rural Development——Taking the City of Jinzhong in Shanxi Province as an Example

Based upon analysis on some issues involved in land use for development projects in both urban and rural areas in city of Jinzhong of Shanxi province, paper introduces general plan concerningoverall over growth of land use for development projects in urban and rural areas, and social and economic development; and comprehensive utilization strategies of balancing development among regions, optimizing layout of urban and rural areas, re-adjusting and optimizing structure of urban and rural land for development, making great efforts to carry out the allocation of 40% land for industral and mineral development, and 60% land for rural residential area. The paper also offers some suggestions: linking increase of land for urban development with decrease of land for rural residential areas, controlling scale of rural residential area development, promoting integrated land use for rural residential areas and industral purposes so as to carry out control over urban-rural development space in grades.
