Abstract

The Party clearly put forward the concept of making party affairs known to the public in the resolution of the Fourth Plenary Session of the Sixteenth Central Committee of the Party for the first time, and that is a new break-through in the Party's governance idea and a new measure to improve the Party's governing capacity. To meet the inner requirements of promoting inner-Party democracy, we must make party affairs in all respects and links of party building known to the public. To make party affairs known to the public, party members and ordinary people should have more rights to know, to participate, to choose and to supervise.
