Re-exploration of the Medical Institutional Reform in China during Social Transition

By focusing on the reform argument of the property and non-property right in China's public hospitals,this paper points out that non-property way might be the best choice for public hospital reform during Chinese social transition.The paper further claims that in the reform the state-owned big-and-middle-sized hospitals can be stripped down to become organizations belonging to some kind of public sector,so that the public hospitals become platforms for medical activities and manager and provider of medical instruments.As a result,the medical service monopoly will be broken,and the medical industry further opened,the internal competition of medical market promoted,the allocation of medical resources optimized,and the state that common folks still find it difficult and unaffordable to see a doctor be eased.
